Design and construction of new nuclear research reactor by PALLAS in Petten
The Foundation Preparation PALLAS reactor (PALLAS) has selected Argentinian INVAP and Dutch TBI construction and installation companies Croonwolter&dros and Mobilis for the design and construction of the state-of-the-art PALLAS nuclear research reactor.
PALLAS will replace the almost sixty-year-old High Flux Reactor (HFR) in Petten, 50km north of Amsterdam, in the Netherlands. In European hospitals, seventy percent of isotopes used for diagnostic procedures (e.g. for cancer and cardiovascular diseases) and treatment originate from the current reactor in Petten. Globally, this percentage is approximately thirty percent; in the Netherlands, it is as high as eighty percent.
In 2015, PALLAS started the negotiated tender procedure for the design and construction of the PALLAS reactor under EU procurement guidelines. Three pre-qualified consortia – led by the Argentinian INVAP, the French TechnicAtom and the South Korean Kaeri respectively – proceeded to the next stage of the formal procurement process in January 2017 after a series of intense dialogues. After several rounds of bidding and negotiation, the combination of INVAP, Croonwolter&dros and Mobilis offered the best solution for a safe radioisotope production facility for nuclear medicine. On 24 January 2018, the EPCM and EPC Contracts were signed in the presence of the Governor of the Province of Río Negro, the Ambassador of Argentina, the Vice-Governor of the province of Noord-Holland and representatives from the Dutch Ministry of Health, Welfare and Sport and the Dutch Ministry of Economic Affairs and Climate.
De Brauw has been involved in this project on a consistent basis since 2010, first on a previous tender procedure started by NRG (the operator of the HFR), and from 2015 on the new tender procedure by PALLAS. During this time De Brauw has acted as trusted advisor on a broad range of subjects, including procurement, EPCM and EPC contract drafting, debt and equity financing, regulatory and licencing aspects of the project.
